Concludes with selection of a Locally Preferred Alternative (LPA) that is adopted into the regional Long
Range Plan.

PE
|
FTA Milestone #1: Federal Transit Administration (FTA) evaluation of ridership, cost-effectiveness,
financial plan and land use impacts. A favorable project rating allows the project to advance in New Starts
program to Preliminary Engineering (PE).

Preliminary Engineering
& DEIS
|
The project is refined to 30% design level for structures, stations, systems, vehicles and facilities. The
National Environmental Policy Act (NEPA) process is followed for completion of the Draft Environmental
Impact Statement (DEIS).

Application
to FTA For
FD
|
FTA Milestone #2: FTA evaluation of ridership, cost-effectiveness, financial plan and land use impacts to
determine advancement to Final Design (FD). Local funding must be committed.

Final Design
|
Completion of 100% design level for entire project in preparation for construction activities.

2008

Application

FFGA
|
FTA Milestone #3: Final FTA evaluation of final cost estimates, financial plan and land use impacts. Local
financial commitments available for drawdown to begin construction. Full Funding Grant Agreement
(FFGA) awarded to sponsoring agency.

Construction
|
Construction of guideway, facilities, systems, stations, environmental mitigations and procurement of
rolling stock.

Testing & Start-Up

Testing, start-up and operation of transit system for full revenue service.
